Number 17 has 4000 points, number 1 has 8500. So, Ars isn't probably overwhelmingly above those right below him in points. Unless, let's say, around 5000 points is something the best of the best would have at that point, so #2 might have 5500, those below him being quite close to each other. Since you can hunt criminals for points, Ars with his dark guild connections and years of experience obviously has a huge edge over pretty much anyone else. Not to mention there simply can't be an infinite supply of qualifying criminals to catch anyway. So, Ars could have a significant lead due to his special circumstances, with those not enjoying such circumstances having their scores much closer to each other.
