So, Rua's father really was researching DD. It could be that he didn't quite agree with that psycho's, Lecter's, research goals, so they had a falling-out. Lecter could have then reported Mike to the authorities as the sole culprit for developing a highly dangerous drug that could allow commoners to threaten the nobles, just to get rid of Mike and continue on his own. The rest is history.
