Well specifically that was potato starch, as in starch that comes from potatoes. When it comes to babypowder and other commercial products you typically use corn starch. (although I think that is just because corn is so cheap.) Japan has a weird obsession with potato starch for some reason.

It is the primary sun blocking ingredient in a large number sunscreen products, and that products which use zinc or titanium are considered the safest options for sunscreen. You can wear it constantly, reapplying it multiple times a day safely. Only real safety concern as a cosmetic or sunscreen is if you are allergic, or if you are using way more than would be reasonable as a cosmetic.

Industrially there are concerns with breathing it in, like with most things, and it is unlikely to be a concern on your skin unless you get it thick enough that any cosmetic would visibly crack as you move. So Daisy should be wearing a mask if working with large amounts of it prior to mixing in with some liquid.

Zinc is readily processed by your body, and is a vital nutrient, but zinc oxide is not readily absorbed, at least not through the skin. Safety for zinc oxide in cosmetics is on the level that if you had enough for it to be a concern it would be dubious to call it a cosmetic anymore.
