I know what the author is writing is simply stupid and plain non-sense, but some of us are simply missing the critics on how European colonizers (Frenchs, Englishes, Spanishes, Belgians, Portugueses) did some centuries ago against indigenous tribes and asian countries that had their own culture and way of life.

And you can even interpret that the hero company simply is the USA going against old Europe from XVIII to XX centuries.

It's very stupid. As soon as he knew they no longer had any debt, he started using the debt that other countries owed them.
He was conceited enough to be completely unaware that if the heroes were so easy to coerce, the world would have made an alliance to make them disappear along with the debt owed to them, rather than silently accept paying interest pretty much forever. It's another example of "technically legal doesn't mean shit".
There might be no prohibition on the methods used to recover debt, and they might be citizens of the debtor country, but they are also way more influential and powerful than the very kingdom he's the prime minister of. Their kingdom had to lose not one but two treasures to earn forgiveness, and he's throwing it all away.
