They're NPC's and he's greedy, his intention seems to be for the NPC to make a counter-offer between his very low price and the original price, didn't work though.
In the webnovel the same happens and the character itself is very greedy and acts like this a lot at the start aparently.
If you want to read the novel, this correlates to chapter 10-11-ish @krispy
