While most of them are death row inmates, others may include people with lesser crimes, homeless people, refugees, political prisoners and former foundation personnel who messed up big time. Even innocent civilians will be forced to be D-Class if circumstances are dire.Correct me if I'm wrong, but aren't D-Class personel death row inmates or of similar circumstances?
I don't wanna get into the ethics/philosophy of the subject, but them being used for these experiments seemed rather fitting given whatever got them there in the first place....
