A lot of readers seem really focused on why there are dog people in this manga. I could be wrong of course but I think it's probably just a quirky design choice. The health officials also all look weirdly demonic or something, and the level of detail/realism varies from character to character. I wouldn't hold my breath on getting an explanation for this, but like I said before, I could easily also be very wrong about this.
