He's not an NPC because he doesn't say things like ???? ???? ????, ?????? ??? ?? ??? ?????? ???. ?????, ????????? ?? ????? ????? ?? ??? ?????????

I can't say I really get why he's an "NPC", other than the fact that the entire guardsmen group are pretty much useless besides the role of barking when stuff happens. They are all essentially kept as pets...

I think the guy would truly be an NPC, if he'd have absolutely nothing to reply in a conversation, other than the same one or two lines. Repeating the scenario in which he comes over and warns the girl about stuff, doesn't really cut it for me.

Well, when I think about games I've played, you're not really describing anything but an NPC in anything you said here. If we want to really get into this, and be frank, I suppose I'd consider basically anyone but the protagonist even in stories that aren't games as the NPCs of that story. The main characters are the ones through which we're supposed to experience the story, just like a game character we'd normally have more control over. With that in mind, the behaviors he and her other guards have shown that could arguably be "acting more like an NPC" are just adding to their status as the NPCs of Peerless Alchemist, really.
