Those are cheap (if any real estate can be called that these days) apartments that are usually also very small. Building this way saves materials and labour, since otherwise you'd need to construct inner corridors just to link these sets of rooms. That would make the whole construction heavier, so even more materials would be needed to make it stable. Do keep in mind that Japanese buildings must meet earthquake standards pretty much unseen elsewhere in the world.

This is interesting! I am surprised it’s actually cheaper to build it that way. Like 90% of Japanese apartments that I saw from manga or youtube videos are this type so I thought Japan just like the design, which confuses me.
