Yeah, they can, but it wasn't common. I can't remember if they disliked the taste, or maybe it was something to do with RC overload that can sometimes drive them a little crazy if they eat too many other ghouls. I think when a ghoul ate another ghoul, they would sort of get a power-up but go a little crazy sometimes. Since Ken was half ghoul/half human, he ate ghouls too since he probably thought it was fair game; if he ate humans, they were suicide victims. He would sometimes get a power-up from ghouls and be able to use some of their abilities to a certain extent, like when Eto left behind parts of her body to eat for him to power up. After he ate some of her, his ghoul abilities started showing little mouths like Eto had.

It's been years since I've read it, so I could be wrong on some things.
