I'm torn about the emperor. On one side I'm happy that he leaves her alone, on the other hand he is just running away and not putting in any effort to try win her over.
Since I want the story to end up with our FL living in her territory with a bunch of cats in a modest mansion while doing her best for her people, I'm still in favor of the emperors current behaviour. But it gets sour when the author tries to play on our sympathy for the lonely emperor.
