My bet is that it'll introduce some sort of a "caste" system where those who are more active and effective get to enjoy more privileges, better accommodation, food etc. So it's a more positive way to motivate the heroes, as opposed to threatening them with being merged into high rankers.

I was thinking the exact same! There’s definitely gonna be restrictions for people that won’t work
