That's an interesting development...usually in these kinds of stories the "try to stop the villain while also evading the authorities" sequence is always dragged over dozens of chapters. Which to me might hint that there is more than just one Clown Man, or perhaps the author is going the full dark comedy route and it turned out Toraji simply offered everyone a bigger amount of money to instead grab the Clown Man lmao. Page 8 seems to hint as much.
