It's about that one conflict, not entire history.
That's a common trope in Japanese works where "but them evil Americans raped", there was shameful attempt to cover up incidents on US side but compared to the massive scale of government approved and until now no real apology by Japan it's jarring to say they were only victims while they had bloodstained hands up to the shoulder length.
Pure hypocrisy and denial.

This is manga with fictional story, but plenty of authors tend to mix their political views in their stories, recommend checking out [New Life+] Young Again in Another World where MC was a war "hero" of Nanking Massacre and author glorified his actions to a point it was outed he is a nationalistic racist trash.
