It's most likely some sort of extremely rare compound that requires special manufacturing, hence only country or international-company-size entities could make it (and they'd probably only trust that to robots who can calculate aim in milliseconds). Either that or it's some kind of energy weapon that requires certain materials that are only used in robots by some law we don't know about yet
