@Pen3 artistic conventions aside, one reason would be because they'd been there since quite a while ago. The Tocharians of Tarim Basin were still described as "blonde-haired and green-eyed" in Tang Dynasty times for ex, there may have been a meaningful Iranian component to the founding of the formidable Xiongu nomad confederation that gave the Han Dynasty a lot of trouble, and then you had the usual gaggle of merchants and other travelers from Central Asia. Including the guys who introduced Buddhism to China and the dispossessed last prince of the Sassanid Empire for notable individuals.

The Emps is bit of a stretch but not completely impossible given the usual dynamics of elite intermarriage; throw some Sinicised Indo-Iranian ex-nomads of "Europoid" phenotype or suchlike in both sides of his aristocratic family tree and you have a decently plausible case for where he'd have gotten the necessary recessive genes from.

Incidentally, I can't date the time period (ergo dynasty and wider context) worth shit with the information given so far. The prologue gives a date of "12th year of the Zhenghe era" but the only two eras by that name in Chinese history were both well under 10 years long - indeed eras reaching two-digit lengths were hella rare in general before the Hongwu Emperor (founder of the Ming dynasty) introduced the practice of having only one per reigning monarch in 1368.
