My going theory is

Spoiler: that God is

Yumesaki herself, utilizing the power she gains the day AFTER the meteor, sending messages back into the past to stabilize the time loop. This is also how the Temple with all the riddles was established.

Aww, he likes it anyway.

Man though, I really do wonder what I'd rather have if a giant apocalypse meteor was on the horizon with no known way of stopping or avoiding it. Live in blissful ignorance, or actually have the foreknowledge it was going to happen? With all the widespread panic and chaos that'd happen as a result, perhaps the former would be more of a mercy.

...Especially if some random Japanese schoolgirl went and stopped the meteor anyway!
