Yo.
Before I get into my suggestion, I want to talk about the state of MD right now.
When the servers go down, either completely, or partly, the best case is we get pinged on discord (This is not a discord-centric community, you're running a website!) and the worst case is no information is given at all.
My suggestions:

0) Stop relying on discord for comms. Really. You've got a website, a lot of your readers don't use discord, that's just ridiculous to expect people to join your discord to even be aware that there's a problem or that someone's working on it.

1) Actually use your website screen real estate. You've got a convenient area top right where you post one -static- announcement. That's just a waste. Make it be like the "latest posts" section, ie, make a proper "Announcements" box where we can see the latest announcements (the last 3 or 5), along with a date and what type they are. This can be used for event announcements, or past maintenance announcements if the mentioned date is still in the future (see below). When a new announcement is posted in the box that has not been read by the user, it should be highlighted so the user knows there is a change.
For the design of the box, don't just copy paste the latest forum posts component. I guess a quick and easy (relatively) way of doing it would be that when it's maintenance related, add a little cat with a hard hat icon, when it's event related, add a little cat with a top hat icon on the left. (don't just use a generic announcement icon or it's a waste of space. we already know it's an announcement, it's in the announcement box.) Obviously this is just my suggestion for the artistic part of it, you can do it however you feel :)
This box also answers the use-case of the guy who already dismissed the initial event alert and now needs to open an incognito tab just to get the link to the event forum post again.

2) When you are planning a maintenance, whether it'll be a full blown blackout (never good but sometimes, you need to) or a partial maintenance (ie, uploads down, private messages down, etc.), throw a proper alert in advance so that people are alerted. If you want to keep it simple, the format should be the same as the one you use for events now. If the site will still be accessible to readers but some non-essential features will be inaccessible, the alert should be yellow. If the website will be completely down, the alert should be red. The date and time (if possible in the user's timezone(?)) of when the maintenance starts should be shared as well as the estimation (I know these things are annoying to give, but they are sorely needed, especially when you have a community as big as this one) of when it'll be done.

The key here is to be pro-active. The only thing worse than maintenance is unplanned maintenance. And the only thing worse than unplanned maintenance is in the background maintenance where even while it's happening you get no comms whatsoever because the information is not available on the website itself (and sometimes not even on discord).

PS: As I wrote this, there was a maintenance and for once I see that someone updated the message in the announcement box (still static but at least it was updated). This is bad ux. You can't expect the user to look at a never changing box when the content changes once every year if you don't draw their attention to it! If you're going to make a new announcement, it should be highlighted.

Done. Thanks for reading (hoping someone actually reads this...)

Yep. It's essential that this stuff is front and centre so that everybody knows.

When the most highlighted homepage message is:
Announcement (Feb-27): Mega Contest Winner!!
In the middle of a random maintenance where uploads are turned off, the first thought is less that the website is undergoing maintenance and more that the website is having trouble keeping online.

The announcements box is so inconspicuous that it's too easy to overlook any updates to its content.

I wasn't thinking that far when I wrote the OP, but I agree. That would be helpful. And if possible when the main website is down it should redirect to the "Announcements" page of the forums, which would allow the user to know if something is happening.

I just want to stress that this isn't just for maintenance. When the site is overloaded, being notified would be a huge help as well!
And give us, the readers, context! Tell us stuff like "Because of the coronavirus we are seeing an increase in chapters read from february to march by 150%"
Communication is essential for a healthy community!

this.
A place where public need to register to even access is not a good place to put your general notification on.
If it needs a login, your site login should be sufficient, not another site.

The announcements box is so inconspicuous that it's too easy to overlook any updates to its content.
I believe the main problem with the current announcement box is not that it's inconspicuous, but that it's ridiculously unreliable as a source of information because it's rarely up to date with the current condition. So unreliable that I believe people don't even bother to read them. You can put a red box annoying notification board, but if people generally consider the content as unreliable then they would just skip it and walk straight to the complaint division.
Look at the current one for example. It's been there since weeks and still saying "more maintenance on Sunday." At this point, even if maintenance actually happens next Sunday or Sunday become a scheduled maintenance day, people would still get confused for any hiccup happen that day. PR not even do the effort to change it to "planned maintenance over" or the like.

@Allexio

good post, agree with all points.
The current way we handle communication for service disruptions is shit. The announcement box is there so we can share anything at all. Can and should be improved, definitely.

We have a lot of things to take care of at the moment, fixing the infrastructure behind the curtain takes priority but as soon as we have the opportunity, we'll make sure proper communication is also available on the website itself. Your suggestions definitely help us with that.

I honestly feel at the very least a simple website status indicator would fit nicely in between "Info" and left of the "Search" bar at the top.
You could even color-code the announcement box to better catch a readers attention of something out of the ordinary. As it is, most announcements are just relatively pointless fluff, which is why important ones are frequently overlooked.

Hell, I rarely use the homepage at all these days. Most of the time I'm on the MDList or Follows pages. I sure as hell don't use the discord; what use do I have for a glorified chatroom? As far as IRC, I haven't touched it much since the old days when it was used for content distribution. During the last few outages I was only aware from the subreddit, which was also just other users repeating hearsay from the discord.

@Happily_Grim Actually it is rather interesting that you don't use the homepage at all. As the site develops, it would seem the users may not necessarily use the site the way we intend them to do so...

@Holo - Well, I follow 200+ stories. What use would I really have for it as my default, right? The only time I find myself on it is when I'm out of updates to read, so I browse if anything new has started to stand out; which I normally find in the 24h or 7d tabs of "Top Chapters". If I'm in a particular mood for a certain type of story, I'll normally browse using tags. Maybe I'm just weird -- I dunno. I can't imagine that people with a very large amount of follows would have much use for the homepage otherwise. Maybe there's plenty that use it to navigate to check their follows, but I just skip that part by bookmarking straight there.
