To further add to how Kusaba could still be alive:
In real world shootings, only about 39% of people hit by .38 Special, which I assume is what the officer was shooting, are actually incapacitated with a single shot.
It's ultimately not a super powerful cartridge, meaning that if the bullet doesn't directly pass through a vital organ, in many cases it won't actually be lethal.
The revolver in this case also had a relatively short barrel, so it won't have had a very high muzzle velocity, even compared to other guns of the same caliber.
Keeping that in mind, and looking at the exact shot placement in the last chapter, it isn't implausible to say that the bullet could have ended up lodged inside his rib cage without ever reaching his heart or lungs.

They train you to shoot center mass for a reason (which is where he was shown to be shot) and it's not to miss vital organs.

Even if you hit someone squarely in the torso that doesn't guarantee a direct hit on their vitals.
High energy cartridges cause internal hemorrhaging through the shockwave alone, which is why with them it is pretty much guaranteed for you to take someone down with such a shot, but by God, a short barrel .38 isn't one of those.
As I already said, it would've been even possible for the bullet to be either stopped or deflected by the sternum before it hit the heart or lungs.
In fact even if it did cause cardiac injury, statistically there's actually still a more than 75% chance the person hit will survive.
Of course you try to aim for the torso to maximize your chances of incapacitation, but even so it's still not guaranteed you actually will incapacitate someone in a single shot with a comparatively weak cartridge like this, even with good shot placement.
