It appears that it was written 待ち人来る on the fortune slip, which seems to be something akin to "destined person is coming" (I'm not really sure)

as a story telling device i guess that can be a hint/foreshadowing but irl i'd hope ppl wouldn't depend too much on fortune slips

always felt like something ppl do outta habit/culture like the new years visit as opposed to like believing even if they are respectful offering prayers (i do remember seeing a vid of a tourist visiting a fortune teller but i don't think there'd be many 'street /alley fortune teller' the way it's portrayed in manga lol)
