The car is a Citroen 2CV, which started production in 1948. While it existed in the States, it wasn't a popular car because of its low speed to take the American freeways so very few were sold there. That being said, in Europe and South America it was a pretty popular car. However, the place were it was most popular might be Madagascar, since they were generally used as taxis there
