Do not upload scans of officially translated chapters

or

Do not upload scans of officially licensed series

It means "Do not upload scans of officially translated chapters" (except if the licensor is defunct)

As long as it is a scanlation, its licensing status is irrelevant. So even if a series has been licensed, as long as it is a scanlation, it is eligible for uploading.
