It's literally established in the first chapter that she is blessed by wealth, that to a ridiculous degree, she will never run dry of money.
As far as she is concerned she will probably still get a profit out of that store.
So what if she buys it for twice the market price?
That's spare change to her and will make sure the dude will sell to her immediently to get her to sell the store immediently.

Yes, there is a difference between offering too much and being quoted too much.

It's not exactly a scam though, unless there is a law that the product cannot be sold above the price on the tag. On the other hand, her claiming it's made by dwarf artisan from dragon glass, or w/e when it's just cheap crap from alibaba is a scam.
