[Reader] Lingering Report tab when not logged in

Weird minor one I got while testing themes.

Steps to reproduce:
0. Be not logged in
1. Read a chapter, wait for it to simmer a bit so it caches
2. Click "Report chapter" by accident
3. Click back on the browser to get back to the cached chapter page
4. Go to another chapter (Previous, next, any)

Resulting and expected behaviors:

• Expected result: Nothing happens.
• Actual result: The report panel pops up without allowing you to select report reason. Attempting to push the button will not send any request.

Impact: Very low. The report form doesn't even work, but is annoying.

Hello, I haven't been able to reproduce this issue, could you please explain further how does it happen?
Some information that would be helpful are:

• Your browser name and version.
• Your device type (PC or Mobile) and operating system version.
• A video of the bug in action.
