Adding: More than what that person laid out. It was outfits and body changes and animation swaps that made your character look highly customized. People would shy away from saying the name of the mod in-game so they'd say some weird cryptic things that would be recognized easier by other players than it would be by someone who has never heard of it before.

Syncing of personal character mods, is the gist of it.

FFXIV in the ToS blanket bans modding as a matter of the law in Japan. However the devs have allowed them so long as people don’t talk about them, infringe on the company’s rights, or break any laws.

If I recall correctly, Steam has a download limit of 2,5Gigabit(250MB/s), that's another bottleneck.
