Since he hasn't reigned for long he likely does not have such a system setup, and even then he has not stabilized his authority to a point where the guilds could not use his actions to create a narrative of abuse of power which could be used to direct the positions of others which are not well informed. Which could increase his enemies. When he has clear evidence of their wrong doing he can publicly announce it to reduce the effect of any rumors. Anyone without much knowledge of the situation or the MC would likely hold a neutral position as it would be a he said blob said to them.Even in democratic countries people can be detained for some time, when they're suspected of doing a crime.
