@KamiKira00 I think chen had already met the requirements to advance but wasn't advancing because he wanted to fight the only earth level deity on earth while not being an earth level deity to show that at least what I'm assuming he's thinking "No matter how strong you are, no matter how much experience you have before me you are nothing but a child with more strength than the average child" at least this is what I infer based on the translations

@KamiKira00 Cultivators tend to suppress their own cultivation when they are closed to breakthrough the next level for any reason or another, it's pretty common, but in this case I think it's because Chen Fan wanted to increase his chances of winning against whatever Earth Deity is left on Earth.
