The Utopia is different in everyones head and no matter what the Sovereign would create, somebody would oppose it or start to get used to/take advantage/feel entitled to bitch about the current situation. For example we have the internet, fridge, heat, plenty of food, clothes and other luxuries and are living like medieval kings and yet a modern man is still generally unsatisfied and wants more. That is human greed.

And the saddest thing is, even if for some reason, the entire world did become a perfect utopia, it won’t last. The moment the current rulers or leaders or whoever the fuck managed to build the utopia passes away or retires or is no longer in power, there is no guarantee that the next in line will do the same.
