Their civilizations developed pretty slow huh, because when Grim'War first appeared in that world, the world already looks pretty civilized around maybe the middle age era maybe before, but then he says he didn't take anyone for thousand(s) of years. On top of that the first archmage is let's say at least a couple hundred and at most a few thousand years ago (I don't remember if it was actually stated how long ago it was). So with at the very least 3000 years their civilizations are still at that level. Like it's not like in 66666 years dark mage where it was revealed that the gods resets their civilizations

The usual explanation is that relying on magic leaves people unwilling to do science hard enough. Like why would you bother with figuring out medicine when you can just go to a mage and get healed

Theobald and Becky told Riley about the tower, said that there's going to be a war where the three great powers are going to eliminate the tower, and asked her not to join it. And then Riley apparently told them her plans, but we didn't get to see that part of the conversation.

That being said, I'll bet that Riley and/or Grim'war realized that the silence spell might not be enough, so they lied to them throw off the tower master, in case he was listening.
