Duke is faking memory loss.
They need to investigate the other kingdom cause previous clues from wolf at academy incident point towards them.
They also need to deal with the academy falling into factions that could get violent. The scissors incident with that one girl from before and Alicia cut her own hair off to settle it. They fear it could get worse as long as both Alicia and Liz are still in the academy.
They need to figure out what is causing the students to blindly side with Liz. Since some of them weren’t supposed to be that dumb.
Alicia is best candidate to investigate the other kingdom cause of her bad reputation at the academy. Also she was planning to do the investigation herself anyway, Duke just accelerated that by faking amnesia and “exiling” Alicia for fake charges. So they’re trying to solve multiple problems at the same time with this decision.

Knowing what's going on and what the character motivations are, am I the only one that finds this turn of events really stupid? Honestly I cant articulate it well but it's really aggravating for me. Maybe also because I don't really feel like her feelings for the Duke really make that much sense and are very high-school shoujo romance level compared to her otherwise dashing and pragmatic character. Idk maybe I'm just old man shouting at clouds.
