Sigh... that sounds so like the "for the greatest good" argument of utilitarianism. However, because they cannot predict the future, it’s difficult to know with certainty whether the consequences of their actions will be good, bad or terrible. And the utilitarianism also has trouble accounting for values such as justice and individual rights... which is clearly the case with what they've done to the witches.
