As far as I understand, after the events of 14 Sai no Koi, Shiki has fallen for Haijima, and Haijima is repressing her feelings for Shiki. Haijima noticed that Tachibana was interested in Shiki, so in order to distance herself from Shiki, she manipulated events to make Shiki and Tachibana become friends, or maybe even a couple.
On the other hand, Tachibana is developing some rather obsessive/dependent feelings for Shiki (hence the title of this series), which seem to stem from her implicit but unconscious understanding that while she's attracted to Shiki, she's just a third wheel in the relationship between Tachibana and Shiki. Meanwhile, Shiki doesn't seem to perceive Tachibana's feelings for her since she's so focused on Haijima.
