You just defined soft core porn. Which is basically what this manga is.
Soft core porn is what no touch strip clubs or no sex escort services is like. There is a no act of penetration between 2 people.
Like those twitch accounts of females & males that strip their clothes or wear a variety of cosplay or talk "sexually, cute, etc." that's all part of the soft core genre.
Another example would be a video of female or male person being sexually teased but never sex never happens.
Just endless teasing and the person being teased may even reach climax but that's it. It's like they were teased by a group of eunuchs.

@someunregpunk No I didn't. I said that the author is failing at drawing a manga which isn't his normal hentai stuff. This manga is just dragged out version of the stuff he normally draws.

Volume 4 was just released in Japan, so I don't think the series is failing. There's more money to be made going mainstream than there is going hentai.
@Darklight99 Hentai titles are about getting to the sex so guys can bust a nut. Non-H titles are all about dragging romance things out. I'm guessing many of the readers of Bessatsu Young Champion are unaware of Sensei's hentai works. It is a seinen title, so they may become aware of those other works.
