If the bully is really for protecting the school he could have an unstable mental health for protecting people by hurting them. Maybe in the past he was told to protect someone like is younger sibling perhaps and when the time came he did but he showed mercy to the guy that came to hurt his younger sibling and that same guy ended up coming back to seriously hurt his younger sibling all because he was merciful and now he leads a path with no remorse.
