Ruka is the best option in any IRL scenario, but Chizuru won Kazu's heart first. If Kazu rented Ruka first, there would be nothing there for either one of them. Ruka fell in love with Kazu because of circumstances that happened. I do feel bad for Ruka because she's trying her damn hardest to be the best girlfriend to no avail.
