odd yeah, its become rules for the sake of rule stuff.
most of the time its not about the style its about the styling, or more specific the act of modifying. the idea was that student are only allowed to focus on their study, and they doing something like styling or using accessories etc would attract bad influence.
this is hardly sound logic but boomer being boomer, also mental health are never a thing to consider.
