Report group claim someone else work

Can we report a group that steals work from someone else and claimed it as their own?
I had done several chapters of a manga that was taken without my permission and was posted on their website while editing out my page link and posted their own.
I've seen my work has been posted while they claim it.
Now, I'm trying to upload it myself here but I guess my work was put in the no-no list since I haven't uploaded anything here.
But it's hard for someone whose an upstart to have their work taken away from them claimed by some who has a huge number of followers.
