To quote the site rules: "1.3 Any scanlated release is allowed to be uploaded regardless of the existence of official translations".
So as long as they do their own translation work instead of ripping the officially licensed translation, then anyone can upload a scan of the series even if it's licensed.

However, a number of scanlation groups choose to take down the chapters they've worked on for a series if it gets licensed, as a show of support for the official work. The existence of an official translation also tends to discourage scanlators from picking a series up, since a translated version already exists (even if it may not necessarily be accessible to everyone).
