I think you're right. The mom never seemed like she didn't care about Ri-chan. She just seemed distant because she didn't know how to interact with her, or support her. So the sense of relief is something like, "I finally feel like she'll be okay." Especially after seeing her daughter sink into depression.

I felt bad for the mom when they mentioned she didn't get along as much with Tatsumi's mom after the divorce. I hope they show her have a happier life too.

I think it like this:
Ri-chan has been punishing herself in a sense for years for "failing" her dream and refused any help she believed she didn't deserve. And all the mother could do was watch.

Ri-chan being able to break past her burdens, allows her to, "forgive" herself and not be so emotionally self destructive. And the mother feels relieved that she didn't have see this depressive spiral anymore.

Really heartwarming.

I guess I'll do a bit on this.

First way we can take this, negatively. The mother didn't really know how to handle Ri-chan's one-track mind to becoming a musician and couldn't really support her. I don't think she really saw a future for her and when Ri-chan did fail and fell into loathing and depression, she couldn't really do anything. She doesn't know how to support her now. She might have felt shackled down with her ex-husband and now her kid. Now that someone else is taking the burden of her, she's no longer stuck and can go back to step one; only this time, it might be too late for her. She's working a 9-5 with overtime often and barely has time to sleep or make food for herself. It's a lot easier though if you're not having to take care of a kid while doing this.

Second way we can take this, positively. The mother didn't really know how to handle Ri-chan's one-track mind to becoming a musician and couldn't really support her. Her life is so busy that she was having to dedicate herself more and more to work, especially after divorce. She knew that Ri-chan's life would need to go somewhere towards an actual career rather than music. But, she didn't have the heart to force her to change, she knew that Ri-chan retreated into music and Tatsumi's company in order to get away from her parents' divorce and couldn't break the final thing which was holding her together. After she failed and fell into depression, she couldn't do anything due to her hands being tied. But now with Tatsumi willing to take her to Tokyo, Ri-chan now has the support that she couldn't give her. She's unable to say sorry for her shortcomings as a mother, but hopes that whatever comes next is better than whatever she was able to provide for Ri-chan.

Ok, done cooking.

Gotta hand it to Mother-san, she never gave up, despite having all that with the divorce etc. And its not wrong for her to think at least shes "freed", but i agree with the comments that what she meant was shes finally free of worry about Riri.

I think it's intentionally vague if we're supposed to take her statement positively or negatively. Even if she loved her child, she isn't perfect. A parent can genuinely want to support their child through thick and thin and feel burdened by them at the same time. The mom probably doesn't understand her feelings on the matter in the first place since it was so sudden.

I very much appreciate that note as I too got that vibe. She has stayed stoic and hard working for her daughter knowing she has been going through it. It isn't a "omg my burden is finally leaving" it is a "omg my burden of worrying for my child may finally be over and they are becoming well again"

I am lowest of keys expecting her to run into her dad when she moves though. I really am curious to see if he has another family or something and she sees them happy and starts to be sad again

Well, if there's one thing we can take away from this, while there are some people who aren't cut out to be parents, whether or not this mom had the chops for it, she provided at least the bare minimum to make sure Ri-chan was better off than others who could have fallen in much worse than her.
