He's just complaining about work and having to apologize for someone else's mistake.

Sadly, the social pressure to smoke was real.
My father started smoking during mandatory military service in communist Poland, because ones who didn't smoke, did not get a "smoke break" during exercises.
He also died suddenly when I was 12, so I can well understood Ri-Chan's despair.
