@jackslate perhaps because most countries don't have a gun culture as much as the americans. especially most of asia where guns are technically banned. eg: you can get gun licenses in indonesia, and we DO have a national rifle range, but at the same time no one sells guns and the licenses are highly uncommon, usually issued to hunters IIRC
