that because in royal Family u gotta have many children and having concubines is one of way to do that.
ofc there is also risk that royal queen & concubines might try to slit each other throat for the succession.
Aura personally only want zenjiro for herself but, as a royal Queen she need to accept for her husband having concubines.

1st time reading this, so not a spoiler, but a hunch/prediction: Sounds like she was strategically placed by the margrave as a possible future concubine.

I was 100% sure that this will come back biting his ass.

While my hunch was not perfectly proven, I see there is still a chance that she will end up as either a concubine (candidate), or at least as a maid in the inner palace.
