i think its supposed to show a parallel between C3 and the sister. both are clinging to some hope that their important person/people will come back some day, to an extent that it seems delusional to other people.

since everything is parallel, the fact that the brother eventually reunites with the sister implies that one day, humanity will come back and reunite with c3.
