No no no, you oversimplify the issue. For starters, cats are hazards not only in child establishment, but almost everywhere. In case of child establishment it's even more serious.
For starters, "immune system fully formed" isn't exactly true. If they don't fall ill from any random piece of dirt like in their 3-4 yo doesn't mean that they are already "hard to become ill"
Secondly, allergy is only one issue, you ignore everything else.
Let me count:
1) Homeless animals are dirty. Yes, for starters they are dirty. Small children usually don't careenough about that and may put hand that touched dirty fur into the mouth.
2) Homeless animals may be hostile. Yes, even actual pets can be irritated with "care" that they don't want. In light cases cat can just scratch hand, in the worst case they can gouge out the eye. And even without that extreme example, we have another issue derived from that, and this is...
3) Homeless animals may be infection vessels. Yes, i don't think that every single homeless animal there had their vacination against rabies etc. Even if they are cleaning like crazy, as homeless animal they will always had dirt under the claws with absurd ammound of bacterias, so even scratches is quite dangerous, cause usually it have direct contact with blood vessels. Especially, if child is bitten, it's already serious enough to run the test on atleast rabies. And this is money, time, and sometimes declining health. So, who is going to take responsibility for this?
And yeah, one thing i agree with you, just fire those is way overboard, atleast for now before any incidents happen. But yours indiffirent position here isn't right either.
They should receive strong discipliplinary reprimand, it's quite a serious issue.
P.S. I'm animal lover, don't think that i just hate the animals. No, i love them. But... that's completely different issue. They are dangerous existence in that instituition, and my love to them isn't going to change that fact.
P.P.S. Oh, forgot to mention most probable disease too. Lichen is so much spread out that it's almost a rare occurence to not see homeless animal without it. Well, maybe i'm overestimating it, but it's definitely such a common case that you should care to think about it. Not as dangerous as rabies, but still, who will take responsibility when kids will get this lichen?
Just accept it, you can let your kids do whatever you want, but if parents left their kids in your care, you are responsible for their wellbeing. And especially letting unknown homeless animal in their sleeping place is irresponsible as hell. As cute as it's in manga, it's not right.
