To be fair, if the mafia really owns the city, the cops might be turning a blind eye on purpose.

Personally, I suspect that mafia dude is innocent. Having him be the culprit would be too obvious. There has to be some kind of twist.

Also, the plot armour of the mc is unbelievable: He clearly talked to glasses guy while trying to save him and is still alive for some reason.

Probably just an easy to miss error by the author or translation but the card's number on the last page is incorrect.

The Tarot card XIII (13) is not The Tower, the 13th Tarot card is Death, not physical death but usually the end of a relationship.
XVI (16) is The Tower, signifying danger, destruction and disaster, but also pride, higher learning and liberation.
