i think her classmates have the right and relatable attutide. sure, it's shocking to have a half-dragon girl in your class. but when that half-dragon girl wants to accelerate typhoon by calling down a lightning, i would 100% come to school on sunday to see her doing it. hell yeah, dude

He said he was placed to supervise her, this implies that someone put him there, and the fact that dragons have a deal with humans to coexist and that there are doctors with experience in medical treatment for dragons implies that there is at least one organization or group of humans that deals with dragons and have some understanding of their physiology and abilities.
The fact that he's open about it probably means that's an official governmental agency, and the teacher role isn't hidden. It's also probable that her mother officially registered Rui as a demi-human at birth.

If it was unoffical group/organization, he wouldn't talk openly about it to everyone in the class.
