while the way they're doing it is bad, I can understand being dismissive of "op unique bloodline powers that only I can use" type magic. Relying on innate and rare abilities and people to solve economic and social problems isn't going to work out. The mc and villainess in "I’m Just a Mob Character, but I Picked Up a Villainess — I Don’t Know Anything About the Game’s Story, So I’ll Do Whatever I Want" had the right idea. Yeah, they have special production magic but if they can't figure out a normal production method that ordinary craftsman can use then it's useless for improving their territory. It wouldn't make any jobs or distribute income for the citizens, nor will it make the resources/products made accessible for anyone but a select few, unless they want to devote their entire lives to doing/making one thing. It needed to be scalable so it couldn't rely on the mc just magicking through the problem.
