Most likely background check on Kaiser via investigating anything like records from Adventurer's guild and former staff of the Adventurer's guild. This could have happened as soon as when he moved into the capital. Since he's the father of 3 girls who hold titles, key positions and/or have stuff that can affect the kingdom. Elsa commands their nation's knights and is strongest among them, Anna commands the Adventurer's guild and she's very good at her job, Meryl is leading magic development despite being a student and powerful mage.

Records at the guild could have stated that Kaiser as an adventurer on an extermination quest witnessed the destruction of the village by the dragon that woke up. Listing the 3 baby girls without names as the survivors. And that Kaiser retired and took those same 3 baby girls with him. Just this alone could have indicated that Kaiser adopted the 3 girls who later grew up and came to the capital. And how these 3 girls all praise him and such.

Until now, the overbearing possessiveness of the girls over their father was taken as personal quirks of overly competent daughters, who rightfully feel like their impossibly gifted and remarkable father is worth idolizing.
Basically, the whole: "I wanna marry daddy!" shit was just taken as background noise, surely it just means nothing. It's not gonna go anywhere, surely.

I never seriously considered it turning into a romantic route for any of those characters, and seriously pursuing it is just complete ass. I honestly didn't even bother finishing this chapter because of that crap.
At this pace, I feel like a lot of people will just dump this thing. Japan, stop being so fucking weird, for fuck's sake.

I went back to reread chapters 52 and 53

In 52, Etra specifically states that the Forbidden Magic erased all memories of Kaiser's existence in the royal capital. It doesn't erase the physical records. People in the capital simply don't remember Kaiser ever being there in the first place.

In 53, Etra and Regina return some time after Kaiser left, it's probably happened within a few days, long enough to cement Kaiser's bad reputation among the jealous adventurers and their badmouthing could have spread to the rest of the capital. And there's the initial report that Kaiser made, that should have been written down as a physical report/record. After Etra and Regina return and find out about Kaiser, they commit to doing the Forbidden magic and then everyone forgets about Kaiser.

Since it seems to work in a certain range. Unsure if it was a continuous activation or one time. There's still the later report from the guild investigators who reported on the destroyed village. Even if Kaiser's name isn't listed in that record since the guild investigators might not have included Kaiser's name or simply forgot because of the Forbidden magic. The records would still indicate a Kaiser Clyde WAS based in the capital 18 years ago working as an adventurer, and he did an extermination quest at the time in the same area as the village when it got destroyed. Someone investigating Kaiser at a later date would find it suspicious that no one remembers him but there are records of him. Those few reports should be enough to give anyone an idea about what happened.

This series isn't really an Usagi Drop, considering the girls have always been shown to have some degree of affection or romantic attraction for Kaiser...and the series literally has "FATHER-CON" in the title. What I found more annoying is that he STILL hasn't told them that they're adopted.
