I don't know if this was an axe as much as there wasn't much left to do in the story without a serious crime being committed. Plus, nurse-san already had to deal with that shit before against her will bc some dumb kid acted out after she rejected her. 
It's honestly a kindness that our little heroine didn't latch onto the nurse and tempt her heart for years until she'd finally graduate. Even if she held out, do you think the nurse would feel good about shacking up with a girl fresh out of high school that she (because she has a moral compass) would feel like she groomed.
The mc is really smart for taking the hard but most kind way to get her love. Creating a boundary so the nurse doesn't have to suffer a repeat of her trauma and then proving the sincerity of her love by coming back a fully fledged equal. Now the nurse has no reason to feel guilt, no risk of being put on a list and has every reason to believe that mc's love for her is as true as can be. MC is a really well developed character to go that far for the person she loves at such a young age. The willpower and conviction is romantic af.
That was really the only place left for the story to go without doing an entire arc of them being depressed and us just watching their forbidden love produce chapters of angst with no story progression. This seems like a logical and reasonable place for the story to go. Somewhat lacking in oomph but still a very good ending I believe.
