She's not a dragon, she's part of a race of humans cursed to look like a bit like dragons. Also dragons being fictional/mythical vary a lot, usually being warm blooded egg laying, without mammary glands, basically scaly birds/dinosaurs. Though I can't think of a single setting where they can take on human appearance, where the females don't end up with breasts when doing so. Ok maybe "breasts" is a bit much with the prevalence of loli dragon girls, implied nipples at least though.
